I have seen a couple of comments about this the other day. I started to manually upgrade using the binary files and I discovered an "upgrade.exe" and clicked it..
To upgrade your NWS to the newest diva install or any opensim assuming you have a copy of the upgrade its now automated.
look in your /opensim/bin folder for upgrade.exe it will download and install everything you might need to copy a couple of files depending on how old the opensim install is, but if you are using the diva-r15592 version it will only require you modify your divapreferences.ini file if you made any changes to that file
So if you are wanting to upgrade to 0.7.2 from 0.7.1 its an automated upgrade
if for some reason you have downloaded vanilla opensim and want to upgrade to the newest stable release you can download the installer to autoupgrade at

copy the entire config_include file
copy the entire regions file
make an oar copy of each region
just in case something horrible happens lol however it seems to work fine.
for those who were asking about mesh last week 0.7.2 is mesh enabled and I am using firestorm on localhost mode and able to import and view meshes.
